3 Ave - 44 St - 45 St

Completely eliminate metered and unmetered parking beneath the BQE for the entire curbed spans adjacent to 45th Street (the traffic island between 44th St and 45th St, and the traffic island between 45th St and 46th St) and substitute these areas with hardscaped sports-heavy parkland like under the Triboro or the FDR. This will minimize the exposure that most pedestrians traveling to-and-from the subway have to idling parked cars, revving parked cars, and poorly-parked cars blocking east-to-west crossings of Third Avenue. It will also bring much-needed recreation space to the area, and make visiting Industry City a more pleasant experience by subway (and by foot/bike from points east) more pleasant, incentivizing repeat visits and boosting the local economy. It would also be nice if all parking beneath the BQE between 19th Street and 54th Street was turned into metered parking, with fines applied, please. Certain vehicles have been rotting under there from before COVID.

3 Ave - 29 St - 30 St

DDC capital project HWK1048D's scope includes a protected bidirectional bike lane on the coastal side of Third Avenue spanning all points north of29th Street but south of Hamilton Avenue, curling westward over the Hamilton Avenue Bridge. DOT's improvements to Third Avenue NEED to contemplate protected perpendicular cycling paths connecting points east of Third Avenue to this important future connection to Red Hook and Carroll Gardens. Right now eastbound and westbound cyclists crossing Third Avenue are in the way of poorly-parked cars and of pedestrians hurrying across the underside of the BQE, endangering all involved. At the N side of 29th Street the DOT has the chance to really connect Industry City to cyclists approaching from points east by carving a bollarded bidirectional bike path curling along the S side of the BQE's supports, and placing a bollarded crosswalk curling around the N side of the BQE's supports. That way cars cannot encroach/park within the path of pedestrians/cyclists AND pedestrians won't be spooked by whizzing bikes. That way the bidirectional bike path could also connect with the mid-roadway bidirectional bike path shown at 29th Street between 3rd Av and 2nd Av on Fig 42, pg 50 of the DOT's "BROOKLYN WATERFRONT GREENWAY IMPLEMENTATION PLAN", further spreading out the chances for a pedestrian-cyclist collision. DOT *could* consider a bidirectional bike lane on the N side of 29th Street between 3rd Av and 4th Av (outside of the scope of this study), currently occupied by a Grainger.
