this particular bike lane area, already have a enclosed dedicate area that seem to may look like citi bike was going to install a dock here, so i believe this corner could use a dock up to 10 bikes, if it can hold that many, giving this may be a (daylit) well lit dock as it is a lil dark at night.

as an extension to the recent Citi Bike East NY expansion, Linden Park could benefit bike docks as this park has a high population of people, there are many activities, concerts, sports games that take place in this park, and having docks here make it accessible to attend these events.
