Church Ave - Coney Island Ave - East 10 St

The short stretch of Coney Island Ave between Albemarle and Church is a quirk of old street layouts and is never going to be a useful storefront for businesses, but it is conveniently situated between the busy commercial area on Church and the quiet and bikeable streets on Albemarle leading south. There is a curb cut on the sidewalk as if for a driveway, but the parking lot currently at the location isn't designed in a way where it could be used. I've heard that parking lot is going to be sold and turned into a building anyway. The city should use eminent domain to take a small western portion of the parking lot (just east of the sidewalk) and turn it into a CitiBike dock.

Flatbush Ave - Church Ave - Snyder Ave

There are a very large number of businesses here including a RiteAid and a new and popular Target, as well as connections to multiple busy bus routes. This stretch in front of the church is technically a travel lane but mostly useful for the bus stop, and turns into parking right after the bus stop. Placing a dock on the north end of this block, on the west side of Flatbush, at the corner with Church, would provide easy connections to the nearby businesses and bus stops without obstructing anything.

Flatbush Ave - Martense St - Church Ave

There are a very large number of businesses here including a new and popular Target, as well as connections to multiple busy bus routes. Putting a CitiBike station just north of the bus stop on the east side of Flatbush would help people get to businesses and transfer to buses.

Cortelyou Rd - Argyle Rd - Rugby Rd

There should absolutely be a station on this block of Cortelyou between Argyle and Rugby, the two bike lanes in this neighborhood (northbound and southbound), so that CitiBikers don't have to travel on un-laned streets to get to a dock. (This both keeps them safe and avoids the temptation to use the sidewalks to get to a dock.) If a dock on the north side is not workable, the south side in front of the Tot Lot would also be a good option. There are some street vendors here on weekends but the sidewalk is wide because there are no storefronts so it should not be in their way.

Cortelyou Rd - Argyle Rd - Rugby Rd

This neighborhood's two bike lanes through this neighborhood (Argyle, northbound, and Rugby, southbound) are on the two sides of this block, and Cortelyou is a popular destination with many stores, a library, and a greenmarket, so this stretch of Cortelyou should definitely have a dock. The location on the north side in front of the library is relatively quiet. As another commenter noted there is a really good taco truck that parks at the corner on the westernmost parking spot (at Argyle) and the greenmarket sets up on the east half of this block, so I would avoid the two ends on the north side. But between those, in front of the street trees where neither of them can set up anyway, it seems like there's good space for a dock.

Cortelyou Rd - Marlborough Rd - East 16 St

This is on the same block as a major subway station and in front of a Duane Reade.

East 17 St - Caton Ave - Church Ave

This is a wide and somewhat quiet sidewalk, just off Church Ave and on the same block as a major subway station and near several busy stores. The southernmost end of East 17th right at Church Ave usually has a popular taco truck, so a little bit north of it, in front of the mural, would make more sense. The west side might also work but has less space. Spots on Church Ave itself would impede a potential extension of the bus lane and should be avoided.

East 19 St - Church Ave - Deadend

The south end of the East 19th St cul-de-sac off Church Ave would make a good spot for a CitiBike station, as it is a particularly quiet spot right next to a dense and busy area. There are three high-rise apartment buildings on the cul-de-sac and a number of popular businesses right on Church Ave, as well as a subway station one block west and multiple buses one block east. The southwest corner would not block any of the building entrances nor the loading area for the grocery store on the corner; the southern dead-end or the east side are also workable.
