This area is often busy hosting little league games--paths are thin and often full of pedestrians, with no dedicated bike infrastructure. The waterfront dedicated bike path is safer and more scenic as well.
Re-upping another comment I made further down along this route: Generally speaking, the parks proper are not in my opinion a good place for a citibike dock, for the simple reason that they contain many steps and are not conducive for cycling. Placing bike racks along the waterfront is much better because it is along a smooth, dedicated bike path where you can get from one place to another without needing to stop and walk the bike. I will also add that reducing the need for walking bikes up and down stairways will also save Citibike users money, while allowing them to have more of their paid time spent riding the bikes!

This is a moderately good location for a bike rack but there are issues. Although the curb is fairly large this does see heavy foot traffic, including by people who are pushing strollers of various sizes and people who are using wheelchairs or walkers. That being said, it would be a convenient location for cyclists, especially once the construction in the park is completed (in 2026?)
General area is a good spot as it is near public space, multiple parks, and the waterfront. If couple with a rack at Veterans Pier, it could make it much easier for families to take a nice ride in good weather, and also facilitate commuting along the waterfront for people coming to or from the ferry.
Putting a citibike dock here would provide increased "last mile" commute options for people who take the ferry into Manhattan for work, especially if more stations are added throughout Bay Ridge, and would also provide a good launching point for recreational rides on the waterfront. Right now, the nearest dock is a few blocks away past Owl's Head Park, and adding a dock here would save people money who just want to go for a quick recreational ride along the water. There is also plenty of space to safety situate a bike rack here without blocking access to the pier or the waterfront walking path for people with strollers or in wheelchairs.
