I'm a frequent Citi Bike user living in CB3. Before relocating the E. 10th St. dock to E. 7th and B and before adding more infill to CB3, I would much prefer Lyft to rebalance existing stations. Since the pandemic, I have not seen 1 truck or bike wagon rebalancing in the East Village, something that used to happen frequently. And often stations that are supposed to have valets don't have anyone there. Lyft claims that ridership patterns have changed because of the pandemic and that they can't figure out rebalancing needs but even a daily cursory glance at the map shows which stations are always empty or full at a given time of the day. As a Bike Angel, I've known for months which stations will always have points for rebalancing. Adding more docks and bikes is not going to solve the problem of empty or full docks; it simply means that more people will have the same problem finding a bike or an empty dock given current usage patterns. Before expanding to the East Village, require Lyft to rebalance current stations. And have them focus on expanding to neighborhoods without current Citi Bike stations and/or with limited public transit options.
