In 2020, the New York City Council passed Local Law 74 (PDF), mandating that the New York City Department of Transportation (NYC DOT) create a pilot for a shared e-scooter system in New York City. The law specified that the pilot will not occur in Manhattan and will prioritize areas underserved by Citi Bike, New York City’s docked bike share program. 

The East Bronx was chosen as the pilot location, with scooters expanding service in two phases. During the 2-year trial, NYC DOT evaluated shared e-scooters as a viable transportation option in NYC and monitored scooter operators’ ability to keep their fleet maintained and out of the public right of way. 

Scooter corrals are a vital component in keeping vehicles organized on the street, while still providing riders access to transit and commercial districts. The public feedback portal allows residents to suggest preferable scooter corral locations by placing a pin on the map. The map to suggest scooter parking in the Bronx is still open for feedback. In addition, residents can now suggest scooter parking on the Queens public portal.
