Administration Breaks Ground on New Stapleton Waterfront Esplanade

As part of the Staten Island North Shore Action Plan, the Adams Administration recently broke ground on 12 acres of interconnected public open space on the New Stapleton Waterfront.

The action plan—announced by Mayor Adams and New York City Councilmember Kamillah Hanks in September 2023—outlines a four-year roadmap for a clear and unified vision for the future of Staten Island’s North Shore. As a part of this plan, the administration is transforming a 35-acre former United States naval base into a new mixed-use community on the New Stapleton Waterfront, set within a framework of open space and esplanades.

The New Stapleton Waterfront also coincides with NYC EDC, DOT, and Parks' forthcoming greenway implementation plan in Staten Island. Set to kick off in 2026, the community-driven plan will outline short- and long-term projects to plan a greenway along the North Shore waterfront. The greenway will offer additional public space and safe transportation options to complement the Action Plan’s other initiatives.
