Loading Zone Feedback Portal - Overview
This feedback portal is a platform where you can identify locations within the five boroughs of New York City that may benefit from a nearby loading zone. The portal allows you to place a pin on a map and submit a comment at a location where double-parking related to delivery and loading activity is regularly observed. The City is particularly focused on locations where loading activity is blocking a bike lane, bus route, or a travel lane. Loading activity can include the loading or unloading of passengers and/or goods.
NYC DOT will use your comments as input, pending detailed review on the issue identified and the appropriateness of a loading zone at that location, when choosing new locations to install loading zones as part of our ongoing expansion efforts. Loading zone expansion efforts will continue on a rolling basis for this year (2023) and next (2024) to meet the requirements of Local Law 168 of 2021 (described below). Loading zones will continue to also be installed as part of other NYC DOT street improvement projects as needed.
Why is NYC DOT expanding loading zones?
Loading zones provide dedicated space at the curb for vehicles to load and unload goods and passengers. Due to the exponential growth of e-commerce, especially during the pandemic, demand for deliveries has increased significantly in New York City, particularly in residential neighborhoods. To help alleviate the resulting increase in double-parking and congestion as delivery vehicles search for safe spaces to make deliveries, NYC DOT is working to expand the number of loading zones throughout the city to support this demand.
NYC DOT is also responding to Local Law 168, a bill that was passed in 2021 that requires the agency to install at least five loading zones annually in each neighborhood tabulation area that meets the department’s methodology, provided that no fewer than 500 total new loading zones are created citywide annually in 2022, 2023, and 2024. Local Law 168 also requires that NYC DOT consider local input from community boards, elected officials, and general feedback. This feedback portal seeks to provide a streamlined process for gathering this direct feedback. NYC DOT installed over 2,000 loading zones since Local Law 168 went into effect (as of March 2023).

What are loading zones?
Commercial Metered Parking
Commercial Metered Parking offers curbside space for commercial vehicles. Parking at these spaces is time limited and metered. Drivers must pay for parking via the ParkNYC app or at the nearest parking meter. Time-limited, paid parking promotes vehicle turnover and opens the curb to more users in areas of high demand.
Truck Loading Zones
Truck Loading Zones provide curb access for commercial loading and unloading during peak delivery times. Spaces are available in front of businesses such as grocery or supply stores.
Neighborhood Loading Zones
Neighborhood Loading Zones (NLZ) reduce double parking on narrow residential streets. NLZs provide space at the curb for:

Where are we prioritizing expansion?
We are currently prioritizing expansion of loading zones in our commercial loading zone priority tiers, as shown in the map below. You can find more details on the methodology for choosing these tiers in the loading zone expansion report, as required by Local Law 168 of 2021. NYC DOT will continue to install loading regulations in communities across the city; however we are committed to addressing the higher-need neighborhoods identified through the prioritization tiers.
